It enables quick moving of activities with the help of 4 buttons on the lower end of the screen. Mark an activity with a tap and then use the buttons for up/down/left/right moves. Toggle "Move Mode" by menu or by a double tap somewhere in the list
"Quick Edit" is disabled while "Move Mode" is on.
A short tap just marks a line. Use a long click to get a context menu where you can choose "Edit".
Swipe also works in "Move Mode".
